Anti Prostitution "Vigilante" busted for Pandering

Talk about your poor marketing strategies. Apparently this guy paid prostitutes to work in areas where he could easily film their transactions and, thus, increase community outrage about the problem of prostitution. Talk about your twisted sensibilities.
