More on Red Light Cameras

This time in D.C. - the gist of the article is that D.C., in order to generate revenue, has reworked it's contract with the private company that administers the traffic camera program. In doing so, it flat out goes against every recommendation about how to administer "traffic camera programs." It's pretty clear that in D.C. (and everywhere else), the traffic cameras are all about money.

Is anyone with me on my idea of a constitutional amendment that prevents governments from profitting from law enforcement? I should say, is anyone with me yet?
